    Summary

    The Coronavirus Emergency Supplemental Funding (CESF) Program will provide funding to assist States, local units of government and tribes in preventing, preparing for, and responding to the coronavirus.


    Funds must be utilized to prevent, prepare for, and respond to the coronavirus. Allowable projects and purchases include, but are not limited to, overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing the medical needs of inmates in local and tribal jails and detention centers.


    In Iowa, the Iowa Governor's Office of Drug Control Policy (ODCP) is responsible for coordinating one-time Coronavirus Emergency Supplemental Funding (CESF). Eligible expenses include:

    • Promoting social distancing to prevent the spread of Coronavirus through practice, equipment or supplies.
    • Remote or tele-services and equipment (including but not limited to mobile communications, computing, employment, supervision, surveillance, service provision, etc.).
    • Production of personal protection equipment and supplies (including but not limited to - prison industries & other work programs).
    • Personal protection equipment not covered by other sources (Note: most PPE directly involved in the coronavirus response is covered by other funding sources).
    • Addressing coronavirus related medical needs of residents in prisons, jails, and detention facilities not covered by other funding sources.
    • Relocation costs for residents of prisons, jails or detention facilities impacted by a coronavirus outbreak.
    • Housing costs for clients displaced in facilities impacted by coronavirus outbreak.
    • Technology solutions that address Coronavirus related needs (including but not limited to - equipment to increase security and electronic monitoring). Data systems that improve the exchange of information and improve the justice system's response to Coronavirus.
    • Personnel essential to prevent, prepare for, and/or respond to the coronavirus pandemic.
    • Overtime for staff to support Coronavirus response.
    • Other eligible and emerging needs justified in the application.

    Additional Information

    Funding may not be used for law enforcement equipment that is standard department issue or any other prohibition imposed by federal, state or local law or regulation. CESF funding cannot be used to make up lost revenues, unless doing so prevents, prepares for, and/or responds to coronavirus going forward.


    Unallowable Expenses Include:

    • Land acquisition
    • Bonuses or commissions
    • Travel or compensation for federal employees
    • Military type equipment
    • Lobbying
    • Fundraising
    • Expenses supported through other Coronavirus funding, including but not limited to: the
    • Federal Emergency Management Agency (FEMA); the Coronavirus Aid, Relief, and Economic Security Act (CARES); other emergency funding sources; and separate CESF local-direct grants

  • Eligibility Details

    Eligible applicants are Iowa state and local units of government, Indian tribes, faith based organizations and nonprofit entities.


    NOTE: Iowa units of local government eligible for a direct (non-competitive) CESF award from the U.S. Department of Justice should first seek funds there. A list of local allocations for direct BJA awards to these jurisdictions can be found at: https://bja.ojp.gov/program/fy20-cesf-allocations.

    Deadline Details

    Applications for round one of grant funding were to be submitted by June 1, 2020. The second round of grant funding application process for round two will start October 8, 2020, with applications due November 9, 2020.

    Award Details

    Up to $5,754,321 is available to the State of Iowa in one-time funding through the CESF Program. Of that total, the ODCP is targeting about $4.1 M for state agencies and $1.1 M for local entities (including tribes, plus faith and nonprofits applying in partnership with units of government). Cost sharing/matching is not required.
