    Summary

    The Community Compact IT Grant Program is a competitive grant program to drive innovation at the local level via investments in technology. Using the transformative powers of IT, this program seeks to drive innovation, make government more efficient, save taxpayer money, and make it easier for residents to interact and transact with their local government. 


    Grants will support the implementation of innovative and transformative IT projects by funding one-time capital needs such as technology infrastructure and/or purchases of equipment or software. Incidental costs related to the capital purchase such as one-time planning, design, installation, implementation and initial training are eligible.

    In order to maximize the impact of this grant program across the Commonwealth, the funder kindly requests that each grant application be limited to one project. They realize that technology initiatives can be multi-faceted and require multiple components to be successful, but if possible please limit requests to one project (or one component of one project) that would have the most significant impact on your community and be the most sustainable in the long term.


    New for 2026: Software-as-a-Service costs such as subscription costs, cloud hosting costs, on-going maintenance, operational costs or support are eligible. IT start-up costs related to Software-as-a-Service, such as design, consulting, planning, and implementation on the municipality's end MAY be eligible.


    On-going maintenance, operational costs or support are NOT eligible. Feasibility studies are NOT eligible.


    Compact Communities are communities who have applied to enter into a Best Practice Community Compact with the Baker-Polito Administration. To find out more information about the Community Compact program please visit www.mass.gov/ccc.

    Additional Information

    Criteria for selection will include but not be limited to: (1) Innovation; (2) Potential for impact; (3) Cost savings and/or other tangible benefits such as service enhancements, service delivery efficiencies; (4) Demonstrated feasibility of successful implementation; (5) Speed of project timeline for completion; and (6) Potential applicability to other local governments (including, in the context of regionalization proposals, opportunity for other local governments to join effort).

  • Eligibility Details

    Eligible applicants are Massachusetts cities and towns. Cities and towns that were awarded an IT Grant Program grant in FY24 will not be eligible in FY25.

    Deadline Details

    Applications are to be submitted between January 5 and February 5, 2026.  A similar deadline is anticipated annually.

    *In order to fill out the application, you will need the link that was included in FY26 Community Compact Cabinet kickoff letter from Lt. Governor Driscoll emailed to your community's Chief Municipal Executive (Mayor or City Manager in a City, Selectboard Chair or Town Manager/Administrator in a Town).

    Award Details

    Awards will be up to $200,000. Cost sharing/matching is not required. Project periods will extend up to 18 months from grant award start date.
