    The State of Maine is seeking proposals for operation of a Forensic Level IV Facility which will serve Forensic Patients under the care of the Commissioner.

    The Secure Forensic Rehabilitation Facility Services provided by the Awarded Bidder will serve Forensic Patients with Severe and Persistent Mental Illness (SPMI) that have been discharged from Riverview Psychiatric Center (RPC) or Dorothea Dix Psychiatric Center (DDPC) and determined by the Department to be appropriate to receive such services.  The services provided will fulfill certain requirements of the Bates v. DHHS Consent Decree (Consent Decree). 

    The ideal Awarded Bidder will have an established history of providing mental health services and providing Forensic Rehabilitation Treatment Services for those with mental illness and shall be required to implement medical guidelines and protocols developed by the Department regarding:
    • Rehabilitation and individualized treatment;
    • Security; and
    • Appropriate transference to either a higher or lower level of care.

    Additional Information

    All Forensic Rehabilitation Services will be provided twenty-four (24) hours per day, seven (7) days per week in a secure treatment setting at a twenty-one (21) bed Level IV Residential Care Facility located at 219 Hogan Road, Bangor, Maine.

    Awarded Bidder staff must be appropriately credentialed and qualified to implement the medical guidelines and protocols and must be adept in providing appropriate treatment to Forensic Patients, monitoring Forensic Patients conditions, and transferring Forensic Patients to the next level of care when and if appropriate.

    Award Details

    The Department anticipates making one (1) award as a result of this RFP process. Following the initial term of the contract, the Department may opt to renew the contract for one additional renewal period, as shown in the table below, and subject to continued availability of funding and satisfactory performance.
