Summary
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2020 Residential Treatment for Pregnant and Postpartum Women grant program (Short Title: PPW). The purpose of this program is to provide pregnant and postpartum women treatment for substance use disorders through programs in which, during the course of receiving treatment, 1) the women reside in or receive treatment services from facilities provided by the programs; 2) the minor children of the women reside with the women in such facilities, if the women so request; and 3) the services are available to or on behalf of the women.
The populations of focus are low-income (according to federal poverty guidelines) women, age 18 and over, who are pregnant, postpartum (the period after childbirth up to 12 months), and their minor children, age 17 and under, who have limited access to quality health services. SAMHSA has identified traditionally underserved populations, especially racial and ethnic minority women, as a population of focus. SAMHSA is particularly concerned about the high morbidity and mortality rates of pregnant women and their infants among African Americans. Services should be extended, when deemed appropriate, to fathers of the children, partners of the women, and other family members of the women and children who do not reside in the residential treatment facility.
The PPW program supports evidence-based parenting and treatment models including trauma-specific services in a trauma-informed context, which will:
- Decrease the misuse of prescription drugs, alcohol, tobacco, illicit and other harmful drugs (e.g., inhalants) among pregnant and postpartum women;
- Increase safe and healthy pregnancies;
- Improve birth outcomes; Reduce perinatal and environmentally related effects of maternal and/or paternal drug abuse on infants and children;
- Improve the mental and physical health of the women and children;
- Prevent mental, emotional, and behavioral disorders among the children;
- Improve parenting skills, family functioning, economic stability, and quality of life;
- Decrease involvement in and exposure to crime, violence, and neglect; and
- Decrease physical, emotional, and sexual abuse for all family members.
History of Funding
Approximately $9,500,000 was available in total funding for FY18.
Additional Information
Required Activities: Applicants must use SAMHSA's services grant funds primarily to support direct services. The applicant must describe how it will meet the following nine (9) requirements and demonstrate its capacity to do so:
- Provide pregnant and postpartum women treatment for substance use disorders through programs in which, during the course of receiving treatment.
- Provide outreach services in the community involved to identify women who have a substance use disorder and to encourage the women to undergo treatment for such disorder.
- In consultation with the women, prepare an individualized plan for the provision of services for the woman and her children
- Treatment services and each of the supplemental service listed below will be available through the applicant, either directly or through agreements with other public or nonprofit private entities.
- Provide the following required supplemental services for women:
- Prenatal and postpartum health care;
- Referrals for necessary hospital services;
- Training in parenting;
- Counseling on risk for HIV and AIDS;
- Counseling on domestic violence and sexual abuse;
- Counseling on obtaining employment, including the importance of graduating from a secondary school;
- Providing therapeutic, comprehensive child care for children during the periods in which the woman is engaged in therapy or in other necessary health and rehabilitative activities;
- Planning for and counseling to assist reentry into society, both before and after discharge, including referrals to any public or nonprofit private entities in the community involved that provide services appropriate for the woman and the children of the woman; and
- Medical services including women's health services.
- Provide the following required supplement services for children:
- Pediatric health care, including treatment for any perinatal effects of a maternal substance use disorder;
- Screenings regarding the physical and mental development of infants and children;
- Counseling and other mental health services; and
- Comprehensive social services.
- Reasonable efforts to preserve and support the family unit of the woman, which includes promoting the appropriate involvement of parents and others, and counseling the children of the woman.
- Provide the following Case Management Services:
- Assess the extent to which authorized services are appropriate for the woman and any child of such woman;
- Ensure that the services are provided in a coordinated manner;
- Assist in establishing eligibility for assistance under Federal, State, and local programs providing health services, mental health services, housing services, employment services, educational services, or social services; and
- Family reunification with children in kinship or foster care arrangements, where safe and appropriate.
- Reimbursement for Services
FUNDING LIMITATIONS/RESTRICTIONS:
- No more than 20 percent of the total grant award may be used for data collection, performance measurement, and performance assessment, including incentives for participating in the required data collection follow-up.
- No more than 5 percent of the total grant award may be used for integration of evidence-based services and practices (e.g., trauma, parenting, and smoking cessation interventions) into their treatment service system of care.
Eligibility Details
Eligible applicants are domestic public and private nonprofit entities which includes: state and local governments; federally recognized American Indian/Alaska Native (AI/AN) tribes, tribal organizations, Urban Indian Organizations, and consortia of tribes or tribal organizations; public or private universities and colleges; and community- and faith-based organizations.
SAMHSA believes that only existing, experienced, and appropriately credentialed organizations with demonstrated infrastructure and expertise will be able to provide required services quickly and effectively. You must meet three additional requirements related to the provision of services. The three requirements are:
- A provider organization for direct client (e.g., substance use disorder treatment, substance use prevention, mental health) services appropriate to the grant must be involved in the proposed project. The provider may be the applicant or another organization committed to the project. More than one provider organization may be involved;
- Each mental health/substance abuse treatment provider organization must have at least two years' experience (as of the due date of the application) providing relevant services (official documents must establish that the organization has provided relevant services for the last two years); and
- Each mental health/substance abuse treatment provider organization must comply with all applicable local (city, county) and state licensing, accreditation, and certification requirements, as of the due date of the application.
PPW grantees that received grant awards under Announcement Number TI-14-005, Services Grant Program for Residential Treatment for Pregnant and Postpartum Women, in FY 2016, FY 2017, FY 2018, or FY 2019 are not eligible to apply for this funding opportunity.
Deadline Details
Applications were to be submitted by March 30, 2020. A similar deadline is anticipated, annually.
Award Details
Approximately $1,800,000 is available in total funding for FY2020. Up to 3 awards are expected to be granted. Average award will be $522,000 per year. Project length is up to five years. Cost matching is required. The matching funds must not be less than $1 for each $9 of federal funds provided in years one and two, and not be less than $1 for each $3 of federal funds in each subsequent year.
