Summary

The Nonprofit Security Grant Program provides funding support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of a terrorist attack. The program seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts. The NSGP also serves to promote emergency preparedness coordination and collaboration activities between public and private community representatives as well as state and local government agencies.
The objective of NSGP is to provide funding for physical and cyber security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.
To advance considerations of equity in awarding NSGP grant funding, FEMA will add 10 points to the scores of organizations that are located within a disadvantaged community and demonstrate how they serve a disadvantaged community or population.
Allowable NSGP costs include:
- Planning
- Equipment - Eligible costs must focus on target hardening and physical security enhancements. This is limited to items in the following categories - (1) Category 14: Facility Security Enhancement Equipment, and (2) Category 15: Inspection and Screening Systems?. A comprehensive list of allowable equipment in these categories can be found in the DHS Authorized Equipment List (AEL) at: http://www.fema.gov/authorized-equipment-list.
- Construction and Renovation
- Cybersecurity Enhancements
- Training
- Exercises
- Maintenance and Sustainment
- Management and Administration (M&A) fees - Costs directly relating to the management and administration of IBSGP funds, such as financial management and monitoring. M&A costs may not exceed five percent (5%) of the total grant award.
History of Funding

Up to $3,750,000 was available for New York applicants in 2022. Up to $4,200,000 was available for New York applicants in 2023.
Additional Information

Funds may not be used for:
- Planning, organization, exercise, operational overtime, and travel costs;
- Hiring of Public Safety Personnel;
- General-use Expenditures;
- Overtime and Backfill;
- Initiatives which study technology development or Proof-of-concept initiatives;
- Initiatives that duplicate capabilities being provided by the Federal Government; or
- Organizational operating expenses.
Effective August 13, 2020, FEMA recipients and subrecipients may not use any FEMA funds under open or new awards to:
- Procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system;
- Enter into, extend, or renew a contract to procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system; or
- Enter into, extend, or renew contracts with entities that use covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
Eligibility Details

Eligible applicants are nonprofit organizations 1) designated as a 501(c)3 agency; and (2) determined to be at high risk of a terrorist attack by the Secretary of DHS.
NOTE: The State Administrative Agency (SAA) is the only eligible applicant to apply for funding to FEMA. Nonprofit organizations are eligible as subapplicants to the SAA. As such, nonprofit organizations must apply for NSGP through their SAA, who then submits application information to FEMA. Nonprofit organizations may not apply directly to DHS/FEMA for NSGP funds. Deadline Details

Applications were to be submitted by 5 pm on May 21, 2024. SAA's were then to apply to FEMA on behalf of state and local agencies by June 24, 2024. A spring deadline is anticipated annually.
Award Details

Approximately $3,990,000 will be available for New York applicants in 2024.
Funding will be split across two applicant groups:
- NSGP-Urban Areas: Urban Area (NSGP-UA): NSGP-UA funds nonprofit organizations located within Urban Area Security Initiative (UASI)-designated urban areas. In New York, the UASI-designated area is the New York City Area.
- NSGP-State: State (NSGP-S): Under NSGP-S, each state will receive a target allocation for nonprofit organizations located outside of UASI-designated urban areas.
Nonprofit organizations with one site may apply for up to $150,000 for that site. Sub-applicants with multiple sites may apply for up to $150,000 per site, for up to three sites, for a maximum of $450,000 per sub-applicant. Cost sharing/matching is not required. Project period is 36 months beginning September 1, 2024.
