    Summary

    The Highway Safety Division (HSD) of the Executive Office of Public Safety and Security (EOPSS) oversees the following Highway Safety grant programs. 

    • Child Passenger Safety (CPS) Equipment Grant - This program aims to help reduce child passenger fatalities and injuries by distributing federally-approved car seats to residents in need. The program also educates parents, grandparents, and child caregivers on the proper installation and usage of child safety seats, as well as provides information on age and size appropriate car and booster seats.
    • Pedestrian and Bicycle Safety Enforcement and Equipment Grant - This program aims to develop or enhance effective pedestrian and bicycle enforcement efforts that will reduce fatalities and injuries.
    • Traffic Enforcement Grant - This program provides funds for high-visibility traffic enforcement and traffic safety equipment. High-Visibility Enforcement (HVE) patrols are a traffic safety approach designed to deter and change unlawful traffic behaviors. HVE combines highly visible and proactive law enforcement targeting a specific traffic safety issue. Law enforcement efforts are combined with a public awareness strategy designed to educate the public about and promote compliance with the law.
    • Traffic Safety Information Systems Improvement Grant - This program supports projects that improve the accessibility, accuracy, completeness, integration, timeliness, and/or uniformity (performance attributes) of one or more of the following six core traffic records systems of the Commonwealth: crash, roadway inventory, vehicle registration, driver history, citation/adjudication, and EMS/injury surveillance.
    • Municipal Road Safety (MRS) Grant - This grant program makes federal funds available to provide police departments substantial flexibility in addressing local traffic safety issues, allowing funding beyond enforcement to include equipment options and developing novel traffic-safety programs. The goal is to support traditional enforcement activities and develop new strategies to reduce roadway crashes, injuries, fatalities, and associated economic losses in Massachusetts.

  • Eligibility Details

    Eligibility varies based upon program area: 

    • Child Passenger Safety (CPS) Equipment Grant - Massachusetts municipal departments, University and College Police Departments, nonprofit hospitals and regional nonprofit organizations with a public purpose, that can adhere to the grant's purpose of distributing federally approved car seats to residents in need and that have at least one staff person who is currently a certified CPS technician are eligible to apply.
    • Pedestrian and Bicycle Safety Enforcement and Equipment Grant - All municipal law enforcement agencies within the Commonwealth are eligible to apply.
    • Traffic Enforcement Grant - Only select municipal police departments may apply for grant funds.
    • Traffic Safety Information Systems Improvement Grant - Units of state government, local government, and not-for-profit organizations within the Commonwealth are eligible to apply
    • Municipal Road Safety (MRS) Grant - Massachusetts municipal police departments.

    Award Details

    Award amounts vary based upon program area: 

    • Child Passenger Safety (CPS) Equipment Grant - Awards are up to $3,500 for municipalities and up to $5,500 for nonprofit organizations. 
    • Pedestrian and Bicycle Safety Enforcement and Equipment Grant - Awards are up to $7,500. 
    • Traffic Enforcement Grant - Up to $2,500,000 is allocated to select municipal police departments.
    • Traffic Safety Information Systems Improvement Grant - Individual award amounts vary. Cost sharing/matching of 20% is required.
    • Municipal Road Safety (MRS) Grant - Awards range from $20,000 to $60,000 depending on population size.
