    Summary

    Established by the Violence Against Women Act of 1994, the STOP Violence Against Women Act (VAWA) Program seeks to develop and implement law enforcement and prosecution strategies to effectively decrease violent crimes against women. These grants also help to develop and enhance services provided to the victims of violent crimes.


    In Pennsylvania, the Pennsylvania Commission on Crime and Delinquency (PCCD) is responsible for coordinating VAWA funds with local agencies. Funds through VAWA provide systematic and sustained focus on permanent systems change within the Pennsylvania criminal justice system, while simultaneously developing a comprehensive network of domestic violence and sexual assault victim service advocates and programs throughout Pennsylvania communities. 


    As with the Commonwealth's prior Plans, the FFY 2025-2027 Plan relies on systemic collaboration at the local level through the efforts of multidisciplinary STOP Coordinating Teams. The Plan preserves Pennsylvania's long-standing commitment to provision of core direct victim services to victims and cultivation/maintenance of specialized units in law enforcement and prosecution. Core victim services, as defined by the plan include:

    • Crisis intervention;
    • Supportive counseling through either individual sessions or groups;
    • Victim advocacy and accompaniment within the criminal and juvenile justice systems, healthcare, immigration, financial, and/or educational institutions, etc.;
    • Language access services (i.e., provision of interpretation and/or translation);
    • Legal advocacy;
    • Legal services
    • Emergency housing;
    • Safety planning;
    • Multidisciplinary Sexual Assault Response Teams (SARTs);
    • Crime Victims Compensation assistance; and
    • Transportation assistance. 

    Specialized units in law enforcement and prosecution consist of dedicated detectives, law enforcement officers, probation staff, and prosecutors who have specialized knowledge, training, and experience in handling domestic violence, sexual assault, and stalking cases.

     

    History of Funding

    Up to $12,000,000 was available in FY2021 to fund 32 projects.

    $7,500,000 was awarded to 31 county teams in FY2020.


    Additional Information

    Ineligible activities and cost items include, but are not limited to the following:

    • Services that focus exclusively on children;
    • Developing prevention curricula for schools;
    • Moving expenses, furniture costs, or housing expenses for victims of domestic violence. These may be eligible expenses under the Victims' Compensation Assistance Program (VCAP) or VOCA;
    • The purchase of standard issue law enforcement items such as uniforms, safety vests, shields, weapons, bullets, body cameras, and armory;
    • The purchase of voice stress analyzers, polygraph equipment and any other type of mechanical or electrical lie detection equipment or psychological stress evaluation equipment, or training programs associated with the use of such equipment;
    • Immigration fees for battered immigrant women;
    • Food and beverages associated with trainings; 
    • Lobbying;
    • Fundraising;
    • Research projects;
    • Construction/building renovation;
    • Prevention Programs;
    • General public awareness campaigns (Grant funds may be used to support, inform, and provide outreach to victims about available services);
    • Non-emergency legal services including legal representation for divorce proceedings or legal separations which are available under VOCA. Support for legal services to secure child support and/or custody is allowable only to the extent that these matters are directly related to the woman's safety;
    • Batterer Treatment/Batterer Intervention Programs;
    • Local Protection Order Registries;
    • Vehicle Purchase;
    • Home office workspace & related utilities; and
    • Honoraria when the primary intent is to confer distinction on, or to symbolize respect, esteem, or admiration for the recipient of the honorarium. A payment for services rendered, such as a speaker's fee under an award is allowable.

  • Eligibility Details

    ?Eligible applicants are Pennsylvania county governments and non-profit victim service agencies.

    Deadline Details

    Applications are to be submitted by May 3, 2024. A similar deadline is anticipated in 2027.

    Award Details

    A total of $12,000,000 is available in FY2025 to fund up to 32 projects. Individual awards may be up to $125,000 per project period. Cost sharing/matching is not required. Initial project periods will extend 12 months, from January 1, 2025 to December 31, 2025.

    Under this solicitation, applicants will submit an application for an initial year of funding, and following successful completion of the initial year, applicants will submit separate applications for years 2 and 3 to continue the project.
