    Summary

    The Fiscal Year (FY) 2023 Emergency Management Performance Grant (EMPG) Program is one of the grant programs that constitute DHS/FEMA's focus on all-hazards emergency preparedness, including the evolving threats and risks associated with climate change. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS. Among the goals noted in the DHS Strategic Plan for Fiscal Year 2020-2024, the EMPG Program supports the goal to Strengthen Preparedness and Resilience.


    The 2022-2026 FEMA Strategic Plan outlines a bold vision and three ambitious goals designed to address key challenges the agency faces during a pivotal moment in the field of emergency management. Wide-ranging and long-term, the goals defined in the plan respond to the changing landscape in which we find ourselves. The goals to meet this challenge are:

    • Goal 1 - Instill Equity as a Foundation of Emergency Management
    • Goal 2 - Lead Whole of Community in Climate Resilience
    • Goal 3 - Promote and Sustain a Ready FEMA and Prepared Nation

    ?In New Hampshire, the New Hampshire Department of Safety, Division of Homeland Security and Emergency Management (HSEM) is responsible for coordinating state and federal resources to assist local government in response and relief activities in the event of an emergency or disaster. 


    Organization/Administrative projects and activities may include, but are not limited to, the following:


    • Maintain/upgrade an EOC capable of accommodating staff to respond to local emergencies.
    • Establish and maintain a call-down list for EOC staff.
    • Establish and maintain emergency response/recovery resource lists. Logistics and Resource Management, following the FEMA program guidance.
    • Develop and maintain written duties and responsibilities for EOC staff positions and agency representatives
    • Develop and maintain public-private sector partnerships.
    • Conduct a hazard analysis and risk assessment. ? Develop public education and awareness information (i.e., brochures and pamphlets).
    • Develop and maintain a list of private non-profit organizations within your local jurisdiction to ensure that these organizations are included in requests for public assistance funds.
    • Develop/enhance financial and administrative procedures for use before, during, and after disaster events in support of a comprehensive emergency management program.
    • Develop or update procedures for tracking disaster-related expenses by local agencies.
    • Program evaluations. Develop/enhance systems to monitor training programs. 

    Allowable equipment, under NH's EMPG Program, includes equipment from the following AEL Categories:


    • Information Technology
    • Cyber Security Enhancement Equipment
    • Interoperable Communications Equipment
    • Detection Equipment
    • Power Equipment i.e., generators
    • Physical Security Enhancement Equipment
    • CBRNE Logistical Support Equipment
    • Other Authorized Equipment
     

    History of Funding

    The FY22 allocation to the state of New Hampshire was $4,036,504

    The FY21 allocation to the state of New Hampshire was $3,536,296. 

    Additional Information

    Funds may not be used for: (1) Expenditures for weapons systems and ammunition; (2) Costs to support the hiring of sworn public safety officers for the purposes of fulfilling traditional public safety duties or to supplant traditional public safety positions and responsibilities; or (3) Activities and projects unrelated to the completion and implementation of the EMPG Program


    SCHOOLS must have a site specific emergency response plan (compliant with RSA 189:64) that supports implementation of NIMS if receiving funds from this grant program.

  • Eligibility Details

    HSEM is the only eligible entity eligible to apply to FEMA for EMPG funds. Funds are then allocated to county emergency management agencies and local municipalities in New Hampshire.  

    Deadline Details

    HSEM is to submit an application to FEMA by May 18, 2023. For information regarding local deadlines, contact your county or municipal emergency management coordinator.

    Award Details

    The FY23 allocation to the state of New Hampshire was $3,544,752. Grants are awarded directly to the State. Funds are then allocated to emergency management agencies and local jurisdictions. At least 80% of the funds awarded under EMPG must be obligated to local government units within 45 days of the acceptance of the grant award. Awards will last for 36 months. Cost sharing/matching of 50% is required.
