    Summary

    Survivors of sexual assault from culturally specific communities frequently confront unique challenges, such as linguistic and cultural barriers, when seeking assistance. In order to provide the most appropriate services to such victims, the Sexual Assault Services Culturally Specific Program supports nonprofit organizations that focus primarily on culturally specific communities and have experience in the area of sexual assault or who partner with an organization having such expertise. The goal of the SAS Culturally Specific Program is to create, maintain, and expand sustainable sexual assault services provided by culturally specific organizations, which are uniquely situated to respond to the needs of sexual assault victims from culturally specific communities.


    What's New About this OVW Program  

    SAS Culturally Specific Program will provide up to four planning grants that will consist of two phases. Phase One planning will not exceed 24 months. Upon successful completion of Phase One, the remaining grant funds will be released for Phase Two service provision.


    Applicants that receive funding under the SAS Culturally Specific Program will be required to engage in the following intervention services and related assistance, which may include, but are not necessarily limited to:

    • 24-hour hotline services providing crisis intervention services and referral;
    • Accompaniment and advocacy through medical, criminal justice, and social support systems, including medical facilities, police, and court proceedings;
    • Crisis intervention, short-term individual and group support services, and comprehensive service coordination and supervision to assist sexual assault victims and family or household members;
    • Information and referral to assist the sexual assault victim and family or household members;
    • Community-based, culturally specific services and support mechanisms, including outreach activities for underserved communities; and
    • Development and distribution of materials on issues related to the services offered.
     

    History of Funding

    $3,750,000 was available in both FY2020, FY21, and FY22.

    Additional Information

    The activities listed below are out of the program scope and will not be supported by this program's funding:


    1. Research projects. Funds under this program may not be used to conduct research, defined in 28 C.F.R. § 46.102 as a systematic investigation designed to develop or contribute to generalizable knowledge. Surveys and focus groups, depending on their design and purpose, may constitute research and therefore be out-of-scope. Prohibited research does not include assessments conducted for internal improvement purposes only (see Limited Use of Funds below).     2. Activities focused on prevention efforts and public education (e.g., bystander intervention, social norms campaigns, presentations on healthy relationships).
    3. Sexual Assault Forensic Medical Examiner programs.
    4. Sexual Assault Response Team coordination.
    5. Providing training to allied professionals and the community (e.g., law enforcement, child protection services, prosecution, or other community-based organizations).

  • Eligibility Details

    Eligible applicants are:

    • Private nonprofit organizations for which the primary purpose of the organization as a whole is to provide culturally specific services to one or more of the following racial and ethnic communities: American Indians (including Alaska Natives, Eskimos, and Aleuts); Asian Americans; Native Hawaiians and other Pacific Islanders; Blacks; and Hispanics.
    • Faith-Based and community Organizations

    Deadline Details

    Applicants are strongly encouraged to submit a non-binding Letter of Intent to OVW.SASP.Cultural@usdoj.gov by March 14, 2024. Interested applicants who do not submit a Letter of Intent are still eligible to apply.

    Applicants must submit a SF-424 and the SF-LLL to Grants.gov by April 4, 2024, at 11:59 PM EST. Full applications must be submitted to JustGrants by April 9, 2024, at 8:59 PM EST. A similar deadline is anticipated annually.

    Award Details

    Up to $7,500,000 is available in FY2024 for an anticipated 20 awards. Individual awards range from $300,000 - $375,000 each. Cost sharing/matching is not required. Project periods will extend up to 36-months, beginning October 1, 2024.
