    Summary

    The State Homeland Security Program (SHSP) is a core assistance program that provides funding to support the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets.


    The goal of SHSP is to support statewide and state, local, tribal, and territorial (SLTT) governments in building, enhancing, and sustaining the capabilities needed to prevent, prepare for, protect against, and respond to acts of terrorism. SHSP funding is intended to help SLTT agencies address capability gaps identified through the THIRA/SPR process, as well as prioritize resources toward high-impact security focus areas, known as NPAs.


    In developing applications for SHSP, recipients are encouraged to consider 2025 priority areas:

    1. Enhancing the protection of soft targets and crowded places (This includes faith-based organizations and election sites) - No minimum percent
    2. Supporting Homeland Security Task Forces and fusion centers - No minimum percent
    3. Enhancing and integrating cybersecurity resiliency - No minimum percent
    4. Enhancing election security - At least 3%
    5. Border Crisis Response and Enforcement Support

    In South Dakota, the South Dakota Department of Public Safety (DPS) is responsible for coordinating homeland security initiatives and various federal grants. Funds through SHSP are used to aid in the training of emergency first responders, the purchase of state-of-the-art equipment for combating and preventing terrorist acts and for planning, and exercise. Funds are also used for management, administration and the development of citizen corps projects at the local level.

     

    History of Funding

    The FY21 allocation for South Dakota was $4,602,500.

    The FY22 allocation for South Dakota was $4,847,500.

    The FY23 allocation for South Dakota was $4,847,500.

    The FY24 allocation for South Dakota was $4,362,750.

    Additional Information

    Examples of common projects are:

    • Access control systems such as electronic locks, video entry, door locks, metal detectors, and panic buttons.
    • Lighting 
    • Fencing, gates, barriers, etc.
    • Cybersecurity risk assessments
    • Projects that address vulnerabilities identified in cybersecurity risk assessments such as hardware, software, access control to systems, training, and exercises
    • Tactical gear or ballistic protection
    • Training Special Weapons and Tactics (SWAT) teams
    • Training Special Response Teams (Taskforce 1)
    • Training and awareness programs.
    • Backup generators and transfer switches for PSAPs or EOCs only
    • Training and exercises
    • Detection equipment for CBRNE threats
    • Rescue equipment
    • Pagers for fire, ambulance, or search and rescue
    • Equipment compatible with the State Radio System such as P25 radios, repeaters, and extenders.
    • Border security.

  • Eligibility Details

    DPS is the only eligible entity eligible to apply to FEMA for SHSP funds. The South Dakota Office of Homeland Security provides grant funding through an application and award process to a variety of organizations, including public and non-public schools. 

    Deadline Details

    DPS was to submit an application to FEMA by August 15, 2025. Local applications are to be submitted by March 20, 2026. A similar timeline is anticipated annually.

    Award Details

    The FY25 allocation for South Dakota is $4,362,750. Grants are awarded directly to the State. Funds are then allocated to local governmental units. At least 80% of the funds awarded under SHSP must be obligated to local government units within 45 days of the acceptance of the grant award. Awards will last for 36 months. Award agreement and funding for projects is typically expected to become available in September 2026.
