Summary
The NSGP provides funding support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of a terrorist attack. The program seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts. The NSGP also serves to promote emergency preparedness coordination and collaboration activities between public and private community representatives as well as state and local government agencies.
The objective of the NSGP is to provide funding for physical and cybersecurity enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist or other extremist attack within the period of performance.
Given the evolving threat landscape, it is incumbent upon DHS/FEMA to continuously evaluate the national risk profile and set priorities that help ensure appropriate allocation of scarce security dollars. In assessing the national risk profile, one area attracts the most concern:
- Enhancing the protection of soft targets/crowded places.
Likewise, there are several enduring security needs that crosscut the homeland security enterprise. The following are second-tier priorities that help recipients implement a comprehensive approach to securing communities:
- Effective planning;
- Training and awareness campaigns; and
- Exercises
Allowable NSGP costs include:
- Planning
- Equipment - Eligible costs must focus on facility hardening and physical & cybersecurity enhancements. This equipment is limited to select items, which can be found in the federal application guidance and in the DHS Authorized Equipment List (AEL) at: https://www.fema.gov/grants/tools/authorized-equipment-list
- Training & Exercises
- Maintenance and Sustainment
- Contracted Security Personnel
- Management and Administration (M&A) fees - Costs directly relating to the management and administration of IBSGP funds, such as financial management and monitoring. M&A costs may not exceed five percent (5%) of the total grant award.
History of Funding
Up to $6,550,000 was available for California applicants in FY23.

Additional Information
Funds may not be used for:
- Planning, organization, exercise, operational overtime, and travel costs
- Hiring of Public Safety Personnel
- General-use Expenditures
- Overtime and Backfill
- Initiatives that do not address the implementation of programs/initiatives to build prevention and protection-focused capabilities directed at identified facilities and/or the surrounding communities
- The development of risk/vulnerability assessment models
- Initiatives that fund risk or vulnerability security assessments or the development of the IJ
- Initiatives in which federal agencies are the beneficiary or that enhance federal property
- Initiatives which study technology development
- Proof-of-concept initiatives
- Initiatives that duplicate capabilities being provided by the Federal Government
- Organizational operating expenses
- Reimbursement of pre-award security expenses
- Cameras for license plate readers/license plate reader software
- Cameras for facial recognition software
- Weapons or weapons-related training
- Knox boxes
Effective August 13, 2020, FEMA recipients and subrecipients may not use any FEMA funds under open or new awards to:
- Procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system;
- Enter into, extend, or renew a contract to procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology of any system; or
- Enter into, extend, or renew contracts with entities that use covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
Eligibility Details
Cal OES is the only entity eligible to apply for NSGP funds on behalf of eligible California nonprofit organizations 1) designated as a 501(c)3 agency; and (2) Determined to be at high risk of a terrorist attack by the Secretary of DHS. Funds are then allocated to nonprofit organizations determined to be at high risk of a terrorist incident.

California State Application Submission Deadline to Cal OES is Friday, May 17, 2024 AT 5:00 PDT.
Award Details
Up to $6,483,750 will be available for California applicants in FY24.
Funding will be split across two applicant groups:
NSGP-Urban Areas: Urban Area (NSGP-UA): NSGP-UA funds nonprofit organizations located within FFY 2022 Urban Area Security Initiative (UASI)-designated urban areas. In California, the UASI-designated areas are the Bay Area, the Los Angeles/Long Beach Area, the Riverside Area, the Sacramento Area the San Diego Area.
NSGP-State: State (NSGP-S): Under NSGP-S, each state will receive a target allocation for nonprofit organizations located outside of FFY 2023 UASI-designated urban areas.
Nonprofit organizations with one site may apply for up to $150,000 for that site. Sub-applicants with multiple sites may apply for up to $150,000 per site, for up to three sites, for a maximum of $450,000 per sub-applicant.
Cost sharing/matching is not required. Project period is 36 months beginning September 1, 2024.
