    Summary

    The purpose of these funds is to ensure compliance with Maryland law by persons who are required to register/re-register with the Maryland SOR. These funds will assist law enforcement agencies in their duties of sex offender registration, compliance verification, and enforcement. SOCEM Program funds provide resources to the twenty-four (24) designated Maryland law enforcement agencies (listed below) that are responsible for the registration and compliance enforcement of sexual offenders that reside in the jurisdiction on the Maryland Sex Offender Registry (SOR). Applying agencies shall submit detailed budgets that reflect the actual cost of ensuring that sex offenders that reside in their jurisdiction are registered and in compliance with state law. SOCEM funds may be used solely by the primary recipient or by the primary recipient to compensate other police departments for compliance enforcement that occurs within the jurisdiction. Any such intra-jurisdictional arrangement requires a written agreement (approved in advance by GOCCP) between the agencies. The agreement must fully describe the reimbursement mechanism from the recipient to the assisting agency. GOCCP will only disburse funds to the primary grant recipients. The primary grant recipient shall be responsible for the collection, consolidation, and submission of statistical and financial deliverables to GOCCP. All items requested will be considered on a case-by-case basis during the budget review process and agencies will be notified in a timely manner of any points of clarification from GOCCP. Additionally, each item should have a link to the enhancement of sex offender enforcement in your jurisdiction/region. Budget requests may be made in the categories of: 1) Personnel: Personnel costs shall assist law enforcement agencies in their duties of sex offender registration, compliance verification, and enforcement. All personnel costs must be for staff that work directly with the sex offender program. 2) Equipment: Equipment costs shall provide law enforcement agencies with the ability to purchase new or upgrade existing hardware and software to enhance the operation of the sex offender unit. All equipment should improve the overall SOCEM program. 3) Travel: Travel may include costs to provide training to staff for topics related to sex offender enforcement. Any conference request must clearly demonstrate how the training will enhance the SOCEM program. 4) Contractual Services/Consultants: Contractual Services/Consultants costs may include such items as prepaid warranties or maintenance agreements (not to exceed 12 months). 5) Other Costs: Other costs may include items that have a direct correlation to the overall success of the project. Items that have a direct correlation to the overall success of a sub-recipient's project objectives and are necessary for the project to reach full implementation will be considered on a case-by-case basis.

The list of unallowable purchased includes: Cellular phones, Construction and renovation costs, Dictation systems, Equipment already funded in the agency's budget, Vehicles (including watercraft, aircraft, patrol cars and leased vehicles), Office rental/lease space, Pagers (including service time), Phone lines and voice-mail systems, Radar guns, Standard issue police vehicle equipment (including light bars, cages, and sirens), Standard office furniture and equipment, Televisions / VCRs / DVDs, Administration Desktop Computers, Animals: K9, Horses, Basic Radios, Uniforms, Body Armor, Weapons, and Ammunition.

    Deadline Details

    An online application must be completed and submitted no later than 5:00 pm on Thursday, May 6, 2010. Additionally hardcopies of the application must be received by GOCCP no later than 3 p.m on Tuesday, May 11, 2010.

    Award Details

    Varies depending on program. The SOCEM Grant Program utilizes state funds only (as appropriated by the Maryland General Assembly for FY 2011). In FY 2010, $850,000 was appropriated for local planning purposes.
